he rapid digital transformation of higher education has intensified the adoption of Information and Communication Technology (ICT) tools to enhance instructional quality, academic governance, and student learning outcomes. In India, national initiatives such as Digital India, the National Education Policy (NEP) 2020, and the National Mission on Education through ICT (NMEICT) have accelerated ICT integration across higher educational institutions. Aligned with these frameworks, the state of Telangana has implemented large-scale digital education reforms through smart classrooms, learning management systems, digital and virtual laboratories, artificial intelligence (AI) enabled platforms, and e-governance mechanisms. This study critically examines the extent of ICT utilization, pedagogical transformation, institutional preparedness, and systemic challenges in Telangana’s government higher education sector using secondary data from policy documents, institutional reports, and scholarly literature. The findings indicate significant improvements in teaching effectiveness, student engagement, administrative efficiency, and employability outcomes. However, infrastructural inadequacies, digital access disparities, faculty digital literacy gaps, and sustainability challenges persist. The study emphasizes the need for sustained investments, inclusive digital policies, and continuous faculty development to achieve equitable and sustainable ICT driven transformation.
